What about comprehensive legislation that provides the foundation for a holistic and effective protective response against domestic violence?
Such legislation is definitely needed and must be consistently enforced and monitored, with the allocation of adequate resources to address the problem.
I am very thankful to the Geneva Institute for Human Rights www.gihr.org and Protection and Social Rehabilitation Centre (AMAN) www.aman.org.qa for giving hiring me to work on drafting a law that combats domestic violence in Qatar. This framework for legislation on anti-domestic violence would serve as a useful tool in supporting efforts to provide justice, support, protection and remedies to victims and to hold perpetrators accountable.
The draft was formulated in light of Qatar’s obligations under international law to enact, implement and monitor legislation.
The framework covers seven chapters:
Part one: general provisions, principles and definitions
Chapter Two: Criminalizing Domestic Violence
Chapter Three: Prevention of Domestic Violence
Chapter Four: Responsibility of Law Enforcement Bodies
Chapter Five: Protection System
Chapter Six: Comprehensive and Integrated Support Services
Chapter Seven: Final Provisions
I truly hope that this draft legislation on combating domestic violence will greatly contribute to End Violence.
“من الضروري معالجة العنف الأسري وفق مفهوم ومنهج حقوقي، يتمثل في الوقاية والحماية وإعادة الإدماج، واتخاذ الإجراءات والتدابير، لضمان توفير الحماية العاجلة والسريعة للضحايا، سواء كان ذلك من خلال توفير اماكن ومراكز آمنة للضحايا، وإبعادهم عن مكان الخطر ،أو من خلال إبعاد مصدر الخطر”المعتدي” عن مكان وجود الضحايا. يكرّس هذا المنهج منظومة حماية متكاملة، تتضمن بعد الوقاية والحماية وإعادة التأهيل”.
