It is indeed good policing and security is vital to strengthening Human Rights.
How can Human Rights (HR) and Security meet?
How can HR international standards feed national insecurities?
What are the limitations of HR application in the security apparatus and defense sector?
Important questions that were reflected in the “The Fusion of Human Rights and Policing”, panel to discuss how Human Rights and Security intersect, and to shed light on how police forces are no longer to be perceived as Security Keepers but rather as “Rights Keepers”.
I had the pleasure to participate in this discussion panel that addressed the challenges in protecting human rights while dealing with insecurity in Lebanon. This discussion panel was organized in the framework of the Human Rights Curriculum project that FNF and LOUDER are developing with the Internal Security Forces.
This panel comes as of one of the efforts in the joint project “Rights KEEPERS” I am working on with Internal Security Forces ISF in Lebanon, where we are launching a Human Rights Curriculum that translates the ISF Code of Conducts in light of the international Human rights standards.
Friedrich Naumann Foundation for Freedom (FNF) in its 60 Year Anniversary Celebration selected this project out of three major events to showcase its ideas and to reflect, engage and celebrate in the spirit in which FNF is operating in Lebanon. The chosen term “The Three 60 Day” symbolizes not only 3 events and 60 Years, it also stands for the holistic, progressive, and digital approach we adhere to in our activities.

On November 8, 2018, the Lebanese Organization for Unity and Defending Equal Rights (LOUDER), the Friedrich Naumann Foundation for Freedom (FNF), and the Lebanese Internal Security Forces (ISF), and Geneva Institute for Human Rights (GIHR) have been working together for more than a year on developing a Human Rights training curriculum for the security forces and police in Lebanon. The purpose of this guide is to provide a detailed explanation of the articles mentioned in the Code of Conduct of the ISF and then translate them into practical cases. This guide reflects the compatibility of the Code of Conduct with the international human rights standards and the basic conventions that Lebanon has ratified and is committed to, in addition, to the Lebanese Constitution and the internal laws of the police forces.
